| Andy Morgan is a patrol lieutenant with the
Jacksonville Sheriff’s Office and has been with the agency since
1979. Lieutenant Morgan has worked as a correctional officer, a patrol
officer, a police helicopter pilot, and a detective in the Inspections-Accreditation
Unit.
He was a patrol sergeant, then as a lieutenant, was in command of the
Community Oriented Policing Strategies Unit for two years before returning
to patrol as a watch commander
for five years. He is currently in command of the Aviation and Seaport Security Units .
Lieutenant Morgan has been involved with domestic violence issues for
his department since 1996. He was his department’s representative
on Jacksonville’s Domestic Violence Intervention Project and
worked on that committee’s domestic mortality review from 1998 until 2003.
He has visited other U S cities to observe model programs, developed the
first threat assessment tool for use by his agency and was directly involved
in the creation of Jacksonville’s multidisciplinary domestic violence
response and investigative team, InVEST (Intimate Violence Enhanced Services
Team) in a partnership with the local shelter, the State Attorney’s
Office, and other city and service agencies. He has instructed domestic
violence for his agency and was one of two Sheriff’s Office members
to participate in an exchange with Jacksonville’s sister city, Murmansk,
Russia, as part of the U. S. State Department’s Domestic Violence
Project.
Lieutenant Morgan is also certified as a STAR (Small Town and Rural)
Domestic Violence Instructor for the National Center for State and Local
Law Enforcement Training, Federal Law Enforcement Training Center.
