Steven LeCroy, B.A., MA (Can.) – St. Petersburg Fire &  Rescue

 
     
   

Steven LeCroy is an adjunct instructor with the Homeland Security University. He has a B. A. (Public Administration) and is a candidate for a MA (with an emphasis on Disaster Management).

Mr. LeCroy is a Captain with St. Petersburg Fire & Rescue, and has been with the department for 25 years. He has been the Metropolitan Medical Response System (MMRS) coordinator since 2000. MMRS was designed to enhance and coordinate local and regional response capabilities for highly populated areas that could be targeted by a terrorist attack using weapons of mass destruction (WMD). As the MMRS coordinator he has worked directly with federal, state, and local disaster preparedness officials, and has been instrumental in the development of disaster plans and exercises.

His position with MMRS has him serving as EMS advisor to the Co-Chairman of the Regional Domestic Security Task Force (RDSTF), and is a task force member for both the Florida Mass Ventilator and Catastrophic Triage task forces.

He has completed training through the Office of Domestic Preparedness (ODP), National Fire Academy (NFA), and University of South Florida Center for Biological Defense on Homeland Security and Emergency Response. His training includes Incident Command, National Incident Management System, and WMD Threat and Risk Assessment to name a few.

In addition to being a certified firefighter, he holds a license as a Nationally Registered Paramedic and Respiratory Therapist. As a paramedic he was a member of the St. Petersburg Police Department SWAT team for 14 years, and held the position as medic team leader. He has been an instructor and curriculum developer for St. Petersburg College Emergency Medical Services (EMS) and Continuing Medical Education (CME) programs for the past 23 years.

He is also a court certified expert witness in Emergency Medical Services.
