GANG WIRETAPS: TITLE III INTERCEPT OF SECURE COMMUNICATIONS

The United States Attorney’s Office for the Middle District of Florida and the Center for Public Safety Innovation at St. Petersburg College are pleased to announce that the Project Safe Neighborhoods Violent Gang and Gun Crime Reduction Program will conduct a two day class on Gang Wiretaps: Title III Intercept of Secure Communications. There are no fees or costs to attend the training.

This tuition-free sixteen-hour course is designed for law enforcement officers, investigators, analysts, tech agents, and prosecuting attorneys and highlights the use of wiretaps as an investigative tool in investigations targeting criminal street gang organizations. Students will receive in-depth instruction regarding the legal requirements of conducting a wiretap investigation, developing a pre-wiretap investigative plan and strategy, drafting affidavits and all other electronic intercept orders needed in the investigation, the techniques and goals of the actual wiretap unique to gang investigations, the importance and functionality of spin wiretaps, and take-down day goals which further the prosecution of the entire organization.

Course Objectives:

  • Provide an overview of existing electronic intercept laws and legal issues;
  • Highlight the investigative and legal goals, techniques, and issues unique in criminal street gang wiretap investigations;
  • Develop an investigative and prosecutorial strategy targeting the street gang when using a wiretap;
  • Understand the technical aspects of the investigation and the equipment that is utilized;
  • Learn the use and benefits of spin wires in the investigation;
  • Understand the use of pen registers and trap and trace orders;
  • Learn how to draft a street gang wiretap application and understand the vitally important sections;
  • Discuss the issues to be covered in pre-wire and post-wire debriefs;
  • Discuss listening post issues: conspiracy, voice identification, minimization, sealing of tapes;
  • Demonstrate how to run a wiretap room: case agent, plant manager, monitor, and surveillance;
  • Provide training in court testimony validating the wire.
